In this paper, a series of Ba_5-2x-yTb_xNa_x(PO₄)₃Cl: yEu²⁺ phosphor powder was prepared via [Na⁺, Tb³⁺] ion pairs substituting [Ba²⁺, Ba²⁺] ion pairs. The structure, morphology, composition and luminescence properties were studied through X-ray powder diffraction, scanning electron microscope, photoexcitation and emission spectroscopy. Under excitation at 354 nm, the emission spectra of Ba_3.97Tb_0.50Na_0.50(PO₄)₃Cl: 0.03Eu²⁺ sample was composed of the characteristic broad peak of Eu²⁺ at about 450 nm and the four characteristic sharp peaks of Tb³⁺ at 490, 545, 583 and 622 nm. Due to Eu²⁺→Tb³⁺ energy transfer, the luminescence intensity of Tb³⁺ in Ba_3.97Tb_0.50Na_0.50(PO₄)₃Cl: 0.03Eu²⁺ was significantly increased compared with that of Tb³⁺ in Ba_4.00Tb_0.50Na_0.50(PO₄)₃Cl sample. By changing the concentration of [Na⁺, Tb³⁺] ion pairs, the spectral control of Ba_5-2x-yTb_xNa_x(PO₄)₃Cl: yEu²⁺ phosphor was achieved. When x=0.50, the luminescence intensity of Tb³⁺ in Ba_4.97-2xTb_xNa_x(PO₄)₃Cl: 0.03Eu²⁺ reached the maximum.
